Long shot,

But I wonder if the underlying list is always sorted in English.

If that was the case you may be able to find the first instance if English via another Win7 PC.

Looking at one of the Languages lists on this Win10 PC (That's a list not tiles),

The first entry for English is in position 104.

If all else fails you may be able to find someone that understands Chinese and is also computer literate.
A good place to try might be Chinese language classes at TAFE or your nearest university.

I would be looking on Microsoft forums, bound to be multilingual people on there.

Still think your nearest TAFE or university might be your best bet.

Not many Aussies would know how to convert Windows to Mandarin, and not many Chinese would know how to convert it back.

You need someone who knows Chinese and is also an IT professional.Edited by Warpspeed 2017-08-16

I dont think it is possible unless you have the fully loaded versions of windows, these have the language package that is swapped through windows update.

The cut down versions of windows (like home) use language interface packages (LIP)that are overlayed on a base language, that base language is part of the OS (not changeable)

A supplier may be able to load an OEM english W7 version
I'm confused, no wait... maybe I'm not...
