Always best to read right through the application notes for the particular chip.

There are many of these three terminal regulators out there, and the internal circuitry does vary. Pay special attention to any capacitor requirements, some regulators will oscillate fairly readily if the input is not bypassed.

Protection diodes are also recommended if the output voltage can ever exceed the input voltage, which it sometimes can if there are very large capacitors on the output, or inductive loads such as motors.

after so many frustrating times it was indeed cheap chinese transistor problem

Got some good ones from littlediodes in the uk

working all perfect now.
