Do you know if windmill can be raised on sand?

Depends on the size, height, and tower type.

A tower with guy wires should be OK, but you may need bigger footings for the tower base and guy wire anchors. My own tower is in what we call "black soil", its hard as concrete when dry, and like grease when wet. But my footings were about 700mm deep, down to the rocky layer, so its only moved a little.
