Seeing the trees in the background shaking from the wind and the slow turning speed the claim of 44% efficient seems abstract.

There is only one way to come up with that figure and even then it would have to be in perfect condition with little or no friction losses. For 44% they must only be counting the area that the shutters are open not the normal swept area. That way they do not count any of the side which is closed and most likely count only the percent of what is opened at any stage of the cycle. It can not be making much power while opening as most of the force of the wind is being used to open it not spin it.

One reason for the slow spin is how close to the ground it is so the wind speed is reduced.

I have seen some niffty little pocket spinners that were made like this with triangle plastic pockets that puffed open when the wind caught the opening and deflated when it turned the opening away from the wind. They spun real well and if you use the same math I bet were real efficient.
