Paint does OK, but it is a pain in the backside.
No movable elements etc, so if you cut-and-paste things in paint, you then have to use the fill tool to correct the white spaces in the black background.

Does anyone know of an alternative drawing program which can save in 16 colour mode for the CMM?

Inkscape

It uses vectors and is actually a SVG 'editor'.
It can export to many formats. If the specific format is missing you can then use other programs to do that last step.

It probably cuts drawing time something by 90% compared to paint.

For manipulating bitmaps/pictures in many formats and converting/adjusting/exporting i use irFanView

Paint.NET is a useful tool too.
Visit Vegipete's *Mite Library for cool programs.
